OK... I'll try to keep this short!
If you're an established member and have time, it's greatly appreciated if you are able to make our new members feel welcome.
Many boards have introduction forums, however, which just deteriorate into an introductory post followed by 50 people saying "Welcome", "Welcome to Aardvark", "Welcome aboard" and nothing else, so it's makes for rather dull reading.
I think it would be better, therefore, if we can say a little more than just a simple "welcome". Asking the new member a question, or picking up on something the original poster has said in his/her introduction, is more likely to result in a more meaningful interaction, and probably more likely to make the new member feel truly welcome.
This is no rule as such, merely just something to bear in mind... the most important thing is that new members see this as a friendly community and one that they want to be part of, rather than one where they feel excluded because they're new.
