I'm not much of a beach person, but here are my opinions.

First, I would probably be inclined to go to a beach on the western side of Florida (along the Gulf of Mexico) in winter rather than the eastern shore (Atlantic Ocean.) I know that the water in the gulf is typically warmer than in the Atlantic. Although Miami might have better nightlife if that is one of the criteria.

Second, you skipped over southern California altogether. There are many beaches there that would fit your request.

Third, almost any beach in Hawaii would do as well.

i would say Maui. It's so nice plus my wife liked the fact that we were on an island and still could be considered in the US.

That would be true of the US Virgin Islands (St. Croix, St. Thomas and St. John) and Puerto Rico also.
They are in the Caribbean but are US possessions so a US citizen doesn't need a passport to go there.

That goes for Guam too -- it is in the Pacific Ocean but is less of a tourist destination.

I've only been to Miami and Panama City Beach.

Panama city is great for families or college kids during spring break. The beach is gorgeous with soft white sand.

Miami would be better for young singles or couples looking for a more upscale experience.

I dislike sandy beaches (love the rocky ones, as we have in Croatia for instance), but Panama City Beach was just outstanding. We stayed there only for a small weekend, but we were impressed with it.
