Mexico is really cheap.
If you find the right town in Mexico, you can live there forever on a typical savings.
Look into: Cuernavaca and Veracruz.
Also, try Trinidad (Island off Venezuela). I have heard you can live there for quite some time too so you might want to look into it. |

I will go with Mexico. It is really cheap. You can enjoy your vacations within your budget.

Ballet Folklorico de Mexico )
Museo Mural Diego Rivera)
Book your tickets in advance, and get cheap and best deals. |

You forgot to mention what you are looking for, besides an economic place to visit, are you looking to surf?, to hike?, to relax? to visit a volcano? that makes the recommendations more vague.
Costa Rica is a beautiful country you have adventure and relax anywhere in the country.
What is cheap and expensive? that is up on your budget and the season you choose to travel.
On the Pacific Coast, one of the most visited beaches, Santa Teresa has hostels for $15 the night in high season...and almost for $10 in low season. It has great waves to surf and to swim, it has a wide variety of restaurants and accomodations and plenty outfitters activities to do.
However, if we are comparing Santa Teresa, Costa Rica with San Juan del Sur, Nicaragua what i can say is that San Juan del Sur is cheaper, the food, the hotels, rentals and It has great beaches.

I would definitely think of mexico. It´s a beautiful country with a lot of amazing places. I live in puerto vallarta and I have a three bedroom apartment that only costs me $400 a month and there is a lot to do here. You said you like diving so I would consider purto vallarta we have whale sharks that come down here during the summer and you can go dive with them. Don´t worry they´re vegetarians and not aggressive and it´s a very unique experience.
