I don't think Dubai has such places, You got to find on your own. May be in the clubs , friends etc. Middle east is not the place for Gay/ Lesbian friendly place

You need to be aware of the differences in culture and beliefs when visiting another county and respect them.

I say that goes for all islamic countries. The easiest thing you can suffer is a criminal prosecution, so beware!

I doubt that you will find such a place in Dubai. Though they are slightly at ease with closeted gays, you still need to careful when heading there.
